Frances Devlin is the Head of Strategy, Global Policy & Public Affairs at Pfizer Inc. In this capacity, she leads development and implementation of Pfizer’s global policy plan and strategic engagement with key external stakeholders, including governments and industry associations. She covers a range of health, technology, economic, security and trade policy issues, and leads support for Pfizer’s Executive Leadership Team’s policy and political engagement. Ms. Devlin has spent over 15 years at Pfizer leading policy, public affairs, and communications activities across the 181 countries that the company operates in. Most recently she oversaw corporate affairs teams in priority international markets and helped shape the company’s global response to the COVID-19 crisis. Prior to joining Pfizer in 2008, she consulted for U.S. presidential and major charitable campaigns.
Ms. Devlin graduated with honors from the University of Notre Dame, earning degrees in Economics and German, and completed her post-graduate studies in political science and business management at Harvard and New York University. She has been recognized by several nonpartisan organizations as a Young Leader, including the American Council on Germany, and currently also serves on the Boards of the French-American Foundation and the California International Relations Foundation.
