Last month, Germany’s government presented a new strategy for dealing with China. This comes on the heels of the release of Germany’s first National Security Strategy in mid-June. The long-awaited China Strategy – a draft of which was leaked in November – takes into account that the relationship between China and Germany (and the European Union writ large) has changed, and that Berlin’s economic and security policy vis-à-vis Beijing has to evolve accordingly. The China Strategy and comments from German Foreign Minister Annalena Baerbock have indicated that Berlin believes that China is capable of infringing on Germany’s economic and security interests. While the strategy does not call for decoupling, it suggests that Germany should diversify its trade and investment ties with China.
